Job Description
Our client in Killeen, Texas is currently seeking a dynamic Human Resources Manager for a direct hire position. This opportunity offers the chance to drive significant impact within a government contracting environment. While the role is remote-flexible, availability in the office is required at least four times per month.

Human Resources Manager Role
The Human Resources Manager will be responsible for leading HR strategy, labor relations, and compliance within a government contracting environment. Key responsibilities include ensuring adherence to contract-specific requirements, labor laws, and collective bargaining agreements. The role involves hands-on leadership in SCA compliance, union workforce management, employee relations, talent acquisition, and overall HR operations.
- Serve as the primary point of contact for labor relations, grievance administration, and collective bargaining agreements.
- Collaborate with leadership to drive HR strategies for recruitment, retention, succession planning, and workforce development.
- Lead HR operations encompassing compensation, benefits, training, compliance, and employee relations.
- Support talent acquisition and workforce planning for various roles.
- Ensure compliance with SCA, FLSA, FMLA, ADA, EEO, and other federal labor laws.
- Oversee onboarding, compliance training, and security clearance processes for federal contracts.
- Participate in audits, investigations, and reviews to maintain compliance.
- Coach, mentor, and develop HR staff to enhance team capabilities.
- Provide guidance on contract-driven HR scenarios.
CBA / Union Workforce Expertise
- Interpreting and enforcing CBA provisions consistently.
- Managing union grievances and investigations.
- Handling layoffs, reassignments, and contract transitions for union employees.
GovCon HR Operations & Contract
- Onboarding employees to secure installations or federal worksites.
- Managing timekeeping, benefits, and compliance across multiple contracts.
- Coordinating with various teams to address contract and clearance requirements.
- Supporting workforce adjustments due to government funding changes.
Employee Relations / Investigations
- Investigating employee complaints and disciplinary actions.
- Maintaining documentation for labor disputes and decisions.
Human Resources Manager Background Profile:
- 5+ years of HR experience in government contracting, with 3 years in labor relations.
- Strong knowledge of SCA, CBA, and federal labor law compliance.
- Experience with labor negotiations, grievance administration, and dispute resolution.
- Bachelor's degree in Human Resources or related field.
- HR certifications required.
- Proficiency in HRIS systems and Microsoft Office.
- Strong communication, negotiation, organizational, and problem-solving skills.
